What is observed
It appears as an iridescent, dull or broken skin that traps dust and small bubbles and closes again after being parted. It is thickest in low-flow corners and may accompany persistent foam. Fish breathing at the surface, especially in the morning, require an immediate oxygenation check.

Gently aim the outlet to ripple the surface and add aeration if animals are distressed. Remove the film in passes with absorbent paper or skimming rather than emulsifying it through the water column. If soap, technical oil or spray is suspected, stop the source and treat the event as contamination.
Durable correction
Correct circulation so the whole surface is renewed, clean intakes and skimmers, and reduce the confirmed organic source. A surface skimmer can help in closed systems if made safe for small fish and invertebrates. Activated carbon or other adsorbents mainly make sense for compatible contaminants, not as an automatic response to every film.
