SICCE connects its origin to Paolo Pettenon and an early operation started in the Vicenza area in the first half of the 1970s. Its official timeline places the foundation in 1973, while an introductory page gives 1974 as the beginning; this profile retains the explicit timeline date and records the discrepancy. From initial electromechanical component work, the company expanded with its base in Pozzoleone.

Water movement is the technical core. SICCE develops submersible and return pumps, circulation pumps, internal and external filters, skimmers, heaters, pond systems, and fountain applications. The Syncra, Voyager, and Whale families illustrate how motors, impellers, electronic control, and noise reduction are adapted to different flow rates and contexts, from small aquariums to demanding installations.
